14 10 The City of New Orleans, using analysis provided by the Greater New Orleans Community Data Center (GNOCDC), submitted a challenge to the Census Population Estimate for Orleans Parish for July, 2007. In researching this case, GNOCDC scrutinized evidence, including building permits, utility account data, and USPS counts of active addresses, all of which suggested a significant undercount of the pre-Hurricane Katrina population of New Orleans in the Census Bureau’s population estimate for July 1, 2005.
